North Carolina vs. South Carolina — why metro accounts need a broker who knows both

Because the metro straddles the state line, a single account can have payroll on both sides — and the two systems differ in ways that change a placement.

  • Coverage thresholds. North Carolina mandates coverage at three or more employees; South Carolina at four. The same headcount can be mandatory in NC and exempt in SC.

  • Rating. South Carolina runs on NCCI loss costs; North Carolina is a competitive-rating state where carrier deviations are common, so the price spread between carriers is usually wider in NC.

  • Two commissions. NC claims go through the North Carolina Industrial Commission, SC through the South Carolina Workers' Compensation Commission — different forms and deadlines.
