Trucking Workers' Comp for Agents: What CPR Places and What to Send
Updated: 6 days ago
CPR Business Solutions places workers' compensation for trucking and delivery fleets that standard markets decline or non-renew: high experience mods, shock losses, lapsed coverage, owner-operator models and rough DOT records. Tell us the operation, the state and roughly where the mod sits, and we reply within one business day with a yes, a no, or exactly what we would need to see. You do not need an ACORD or loss runs for that first answer.

Trucking accounts we want to see
Experience mods above roughly 1.25, the band where much of the standard market closes.
A shock loss in the experience period, with a clean record since.
Cancellations, non-renewals and lapsed coverage, including accounts parked in a state fund or assigned risk that want a path back to the voluntary market.
Owner-operator and 1099 driver models, including California fleets affected by the ABC test.
Rough DOT records: conditional ratings, high CSA scores, out-of-service violations.
Local, regional and long-haul fleets, and mixed fleets that run freight and parcel routes.
Contract parcel and last-mile delivery operations, including Amazon DSPs.
Multi-state fleets that need one lead-state structure.
How we place them
We take the account to the market that fits it. Depending on the file, that means standard or specialty non-standard markets, PEO and ASO programs, pay-as-you-go structures, or a state fund or assigned-risk placement with a plan to move the account out as the mod improves. The submission does the heavy lifting: a high-mod account with a thin file gets an instant decline, and the same account with its story explained gets quoted.
What to send
Start with the three-line answer through Will We Write It. If it is a yes, send:
ACORD 130 and a short description of the operation.
Four to five years of currently valued loss runs.
The experience mod worksheet, current and prior.
Payroll by class code and state, including mechanics, clerical and terminal staff.
Radius of operation, local versus long-haul split, power units and driver count.
Driver roster with MVRs and hiring standards.
DOT number, CSA scores and FMCSA safety rating.
Owner-operator contracts and certificates of insurance, if used.
Safety program, telematics, dash cams and return-to-work program.
Cargo type, including any hazmat, oversized or refrigerated freight.
How to read a loss run the way an underwriter does is in our loss run guide.
Tell the story of the losses
Underwriters price the next serious injury. A shock loss three years ago with nothing since reads very differently from steady frequency, and the submission should say which one it is. Include what changed after the loss: hiring standards, telematics, training, a return-to-work program that puts injured drivers on light duty.

Frequently Asked Questions
How fast will CPR answer a trucking submission?
Send the operation, state and approximate mod through our Will We Write It page and we respond within one business day with a yes, a no, or what we need to see. No ACORD or loss runs are required for that first answer.
Does CPR work with retail agents?
Yes. Agents and business owners both submit to us. We are a wholesale workers' comp MGA, so we are built to take the accounts a retail agent cannot place with their own markets.
What mod is too high for trucking?
There is no single cutoff, because it depends on the loss pattern behind the mod. Much of the standard market closes above roughly 1.25. We work accounts above that, and the explanation of the losses often matters more than the number.
Can you place a trucking account that was non-renewed or lapsed?
Yes. Cancelled, non-renewed and lapsed accounts are part of what we place. Send the dates and the reason for the change in coverage along with the loss runs.
What states do you cover?
We place workers' comp nationwide, with a strong California focus. Monopolistic states and state-specific rules are handled case by case.
